Also, along the Pennsylvania Turnpike (I-70, I-76, I-276, I-95, and I-476), there are special rest areas, known as Service Areas, and they provide food and convenience store, instead of vending machines (which you would find at regular rest areas that are found at freeways), and gas stations.  The reason why PTC built these rest areas is because if people get out of the turnpike for food and/or fuel and get back there, they would cause a higher toll than usual (if they never exited and entered the turnpike at the same time.).

Something similar on I-90 (NYS Thruway) near Albany, I assume it's an incentive to use the toll road.

Those Iowa rest stops mentioned in OP's post are fairly new. The older rest stops, like those on I-29 and I-80 west of Des Moines are not as nice as the ones in the original post. IADOT is also thinking about closing the rest stop on I-680 that is hidden from the interstate due to safety concerns

Sure, all rest stops serve a fasion of hospitality.  So, in my state, on I-20 in Toyah, lies a massive rest stop, there are 5 restrooms, a grocery store on each side, and over 100 parking spaces. The center is almost the size of a small museum.

I call the "Illuminati Rest Stop", but I don't know why. A possible reason is that when a place seems deserty and foreboding, I often refer to it as "Illuminati". But I'm sure it has a real name.
